How do I Create an Automation Rule For Assigning Priority in Jira Software Cloud or Server similar to the one in Jira Service desk?

I am looking to create a business prioritization mode so when projects get submitted they can be re-evaluated before they are assigned.

You can use Automation for JIRA plugin to perform this in the cloud version. They have a lite version that you can use for free as well.
