Automations run after something happens, in this case the transition, so it would not block it. You could let the transition happen and then have an automation that checks if the owner field in the epic is set, and if not then transition the child issue back. This could also be blocked by a condition in the workflow, but it would require an app in order to do that, out-of-the-box conditions cannot do this.
