Automatic issue creation when a URL becomes unreachable

Am looking for a light weight solution to have jire automatically create a issue when a website is unreachable. Please keep in mind am not very tech savvy.

Do you have any sort of alerting system that detects when a website is down? If so, can it send email when a website goes down?

If both of those are true, follow the instructions in Creating issues and comments from email and this should be very easy to set up!
