Authorize to a user to create projects

hello,

Is it possible that a user can have the possibility of creating projects without having authorizations jira-administrator? how can it be done?

You can't, (without coding something), you need to be a Jira system or full admin to be able to create a project.

Atlassian have more granularity in the admin levels on the "to be improved soon" list, but for now, you're a bit stuck.
