Attachments Don't Import Correctly with External System Import via CSV - Alternate Solution Required

I am migrating several hundred issues from a Jira server instance to a Jira Cloud instance, and there are about 1500 attachments in these issues. I used the External System Import to bring the issues over via CSV file. The issues all imported successfully and the attachments all appeared to have as well. However, members of my team noticed that the file sizes were much smaller and they reported errors when trying to open the attachments (file corrupted / app is unable to open file / etc). The attachments consisted of Word docs, Excel spreadsheets, images, PDF, etc.
I spent a few hours researching any documentation I could find for a solution and finally came across this page in Atlassian Cloud Support : https://confluence.atlassian.com/cloudkb/importing-attachments-into-jira-cloud-using-csv-external-system-importer-966669960.html
The gist of it was that the error was likely due to the server instance having security restrictions that were preventing the cloud jira import from accessing the attachments in the server jira. Atlassian's solution is to insert username and password for the server jira in the attachment reference (URL).
Unfortunately, this solution cannot work since I do not have a password for my user account. An external directory service controls the access to the jira server and users can only access it if connected through a VPN or use a single sign-on system and a MobilePass code that expires too quickly.
I am looking for any solution or alternative approach that will allow me to move the attachments in bulk or at least avoid having to manually download and attach the files to the issues in the cloud instance.

Sam can you make the Jira instance available publically for the duration to complete the migration? Could the support team create an internal Jira account so you would have a username and password to connect with?
