Attachment download path

Is it possible to specify/change the download location for attachments ? Or does it only use the path as specified in your browser.

If possible, can this be done per user ?

When downloading from the internet, the download location is (rightly) determined by the application you have asked to fetch the data.  The server offering up files has no say in what you do with them on your machine.
