No. Operationally, issues that aren't assigned to a person aren't worked. They never appear in the assigned to me search. I strongly advise against it. You can add a multi-select user picker to add more people. If you insist, the workaround is to have a email distribution list assigned to a fake user that can't logon to assign it issue to. That only works for set groups of people like 'the developer team'.

Currently, you may only have one named user as an assignee.
Depending on your business processes, you may find the following helpful:
1. Create a "queue" user that could own the ticket and have the email for the queue user be a shared DL that has all the individuals that would support the ticket
2. Additional user look-up field on issue for the Jira issues
