Assignee of the issue not receiving email communication during issue creation

I want whenever I am creating a new issue, the assignee of the issue should get an email notification as soon as the issue is created so that he/she can start working on it. This is not hapenning currently on issue creation if I set the assignee then

However if I set the assignee of the issue post creation of the issue by editting the assignee then the assignee is receiving the communication.

 

Things checked:

1) User has the browse projects permission

2) As per notification scheme, on issue created, notification should go to the current assignee

3) There is no issue security scheme

4) On using the notification helper and adding an assignee's address its showing that assignee should receive the email, while that is not actually happening

Narayan,

Please check if the user has the project permission "Assignable User". This is how they'll be notified that an issue has been assigned to them.
