Assignee is not available in Auto-complete list

Hi all, thought I'd ask for some help.

I have a user that is assigned to a project in an assignable role. However, whenever we try to assign tasks to this user, he is not present in the drop-down, auto-complete list. It continues to say "No Matches" however - if we ignore this and attempt to assign the task anyways, it works just fine.

I have already checked that "Browse User" is a global permission to all Jira users
