I have admin permissions granted by the site admin, along with another coworker. I’ll give you an example of my issue. If I wish to change a reporter for an issue that has been submitted, I can only choose “assignees” from my team. Or if I create an automation or workflow, I can’t select even the assignees I would usually assign tasks too. The site admin is able to do all of these, the other admin has the same problem as me. It appears that we have global permissions.
Hello, Good day. Please go to project settings >> Permissions and check "Assign issue"(for your user account) permission and "Assignable user" permission (for end user).

update is we were in a different group than the group we thought we were in. We now granted global access for users and computer in our group.
