A while ago I used an on-premise JIRA where we created a custom issue scheme that contained; risks, issues, tasks, requirements, etc..
I've been looking around the Atlassian site and found this:

Are there no other Standard Issue Schemes available?
Presumably, I could still create custom but from memory that was more hassle than it's worth, I was hoping a few years on there was a library of different issue types we can just select from in the product.
Any help is appreciated, Please note I'm not interested in any paid-for add-ons, that won't work we need to use what we've paid for. Hence, I want to know what's available out of the box

Those are pretty much the Issue type schemes available "out-of-the-box" with Jira Cloud. You'll have to create any custom ones by selecting issue types.
@Ian Turner : There's the just the standard schemes when you create one of the template projects.
For all other schemes beyond what's already built out of the box, it will need to be customize to your project needs.
It shouldn't take much effort to creating one. You create/add a new scheme and select the issue types you want to add and then save.

If I had access to do that perhaps, I've repeatedly had this issue with hosted environments (cloud or on-prem) the admins want to keep control and have limited time to configure things, and maybe not the skill. I've done some of it before myself and its time consuming and at least in versions I've used clunky
If there's no standard templates you're left with the defaults.... only having one scheme is pretty lame.

are you saying that there are different issue types available OOTB just not in Issue Schemes? If so what are the standard issue types?

There's an option of team managed projects. This should address this concern for you. Basically, you have the flexibility to build out the project to your liking. I would check with your admins if they will allow Jira users to have that option.
Right now, it looks like you are only on company managed projects which admin will have the most control over the projects schemes.
