Apps on Google Play - Permission

Hello, I want to release an app on Google play for time management.

It uses your personal token and the Jira APIs. 

I sent an appeal to Google in anticipation of intellectual property issues.

What could I give them that would satisfy their requirements?

In order for us to process your appeal, please reply with verifiable PDF documentation such as an authorization letter or contract, a distribution agreement, proof of website domain ownership, screenshots of website domain management page, or a receipt of the website domain that shows authorization for your app

I sent them the developer terms of service for atlassian. That wasn't enough.
