App from Marketplace is added but not loaded

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
My Jira account has several apps added by our admin. Under Account setting -> Connected Apps -> Apps your admin connected, there is a list of apps.
However, under the "Apps" drop down list, the list is empty. When I try "Find new apps" and access the app in Marketplace, the page shows "Added" but it could not load into the app. The screenshot below shows what it looks like.
Please help if you know how to solve this issue. Thanks.
