Since today i have the situation that nobody in our organisation coudnt mention other users on a ticket via a comment. Only the watchers can be selected. The global permissions are fine. We are using Jira on this way since 7 years already.
Now i see that we also cant assign tickets anymore to other users apart from the watchers

I would say this is an incident on Atlassian's side. There is still nothing reported on the status page, but I expect they will post an update shortly.
I'm also seeing some other cloud-related failures affecting users, so I believe these issues may be correlated.
