Anyone else having issues with the application widget disappearing?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
The app widget (9-dot "hamburger") on the top-right of our enterprise accounts disappears as soon as we hover over it. Administrators and site admins alike are all having this same issue; it appears to be global, and a Jira web-related problem. Clearing the cache does not fix the issue and I just checked: it's a cross-platform problem.
Google Chrome, Firefox, and MS Edge are all affected.
I don't see a related bug for this, and I'm not actively able to submit one as the support site just constantly loads without resolving.
