There a plugin or some other method to apply permissions to gadgets to manage their visiblity?

For example I have a nice dashboard put together used for a number of things, but if someone isn't logged in I'd like to surface some abbreviated information and instructions to login as it isn't always clear (and permission denied not always ideal).

For someoen without adequate permission I'd prefer to just hide all the gadgets that will be empty 100% of the time for them and simplify the page.

Just one of surely many use cases.

Any ideas, is this possible to create even, or has it been done already?

I know I can apply permissions to dashboards, I am looking for something more granular.

Thanks!
