For the work we do, I am having to create several projects however would like to use a form that allows others to inform us of a task so that we can allocate this to a specific project. How can an overall submission form be used? Does Jira Service Management have to/can be used?

You might be able to do that by adding a custom field to your form that captures a value to determine which project the new issue should be created in.
Then add automation so that when a new issue is created on that project (the one the form is tied to) and the value of the custom field is X then clone the card into Project X, if it is Y then clone the issue into Project Y, etc.

You can do this via global rules to apply to all projects also. You'll need to be a Jira Admin/Site Admin, go to Jira Settings > System > Automation Rules (left-hand menu).
