Allowing Users to Add Watchers

I have given users permission to add watchers in the permission scheme for the project, but they are still unable to add watchers.  The view is the new view.  In the new view, I am able to add watchers as an administrator.  Do users have to go back to the old view to add watchers?

Hello Therese,

I understand there are some users in your instance that are not being able to add new watchers to an issue, although they are properly added to the Manage Watchers permission in the relevant project. Is it correct?

If that's the case, please check if the users are properly added to any group with the Browse Users Global Permission, by navigating to JIRA Settings > System > Global Permissions.

P.S: If you are not a Site Administrator, please ask your Site Administrator to perform such verification.

Once they are added to any group with the Browse Users permission, they should be able to see the option to add new watchers by click on the eye icon:
