Allow clients to create projects for their "Group"

We are a software company and would like to give our clients access to create projects. Our clients have their own dev teams and would only be able to access their projects. Is that possible?

Answer accepted

You have to be an admin to create projects, and admins can access everything. So no. You can't do this level of restriction. (I've done it with addons in the past, but you can't add them to Cloud)
