We have been waiting for you to use the free version of JIRA (10 users or less) since around May, but all custom settings were initialized on August 10th.
The registered projects and issues have disappeared, but the dashboard, custom fields, etc. have not disappeared.
I can't tell you what caused the problem and how to fix it.
