Advance roadmap issue with work items in plan

Rob Geritano November 19, 2025

In Jira advanced roadmap plan I am using a saved filter.  The filter returns about 4000 rows.  The query is returning children of an initiative limited to the issue types of Initiative, Epic, story and bug.  It is saved and works fine in Jira proper.  I created a plan and used the filter to add work to the plan.  In the Jira plans the filter only shows 739 work items in the plan but when i click on the filter link to view the filter results, I see that all of my records are there and the count is showing 1000+ rows returned what is causing that? I have access to the projects and the issues to edit.  Can Administrators limit data available to Jira plans from behind the scenes?

Hello @Rob Geritano

There is not an option for Jira Administrators to limit the amount of issues that can be referenced in a Plan. Atlassian has imposed a limit of 5000 issues for Plans.

Does your filter include work items that are already completed (assigned a green-colored status)? Those may be getting excluded from your plan.

There are other factors that can impact the issues that are shown in Plans.

Go to Plan Settings.

Go to Work In Your Plan.

Click on the Removed Work Items tab.

You'll see there three tiles representing ways that items may be removed from your plan.

Click the View Rules link under the tile that says "Based on type or status".

Check if any of the options, particularly the "Remove work marked DONE" option, are set such that they would exclude work from your plan.
