I'm looking for a way to prevent my users to create too many useless/unnecessary tickets without revoking their rights to create tickets. The users should still be able to create a ticket in certain boards, but before they land in the Backlog they need to be checked and manually released to the Backlog by the admins.
So the user will create a ticket in the project ABC board, and the administrators will receive an E-Mail to check that ticket. Once they think that it is OK, they will release or delete the ticket.
Is there a way to set that up?

yes, this is possible, but poor admin, who has to accept all those issues. Normally this is done by the Product Owner.
I recommend to allow anybody to add items to the backlog - important - at its very end (bottom). The PO is the one who will decide if an item will make it inside a sprint or not.
So technical this means changing the backlog items priority (I mean rank) should only be done by the PO. You can limit this with the permissions "Schedule Issues" and "Manage Boards".
The way with an "accept" stage can be realized by allowing a transition only to the PO. Eg. from status "New" to "Open". Therefore you have to edit the workflow of your issues.
