Is there a way to give a user "Administer Jira" rights on a project level but not global? Because a project admin/lead wants to create workflows and scheme for their project, and I don't feel comfortable providing global permission to them.
Below is the description of Administer Jira in Global Permissions:
Create and administer projects, issue types, fields, workflows, and schemes for all projects. Users with this permission can perform most administration tasks, except: managing users, importing and exporting data, and editing system email settings.
The short answer is no. If the user is a project admin they will have the ability to make minor changes to their workflow as long as it is unique to the project. Issue types, fields, workflows etc. all require Administer JIRA rights. We have a development environment where we allow power users to create workflows that we then migrate over.
