When I assigned someone administrator access to a space is leaves off their email and they do not get notifications when a ticket is created for that space. Please advise.

What steps did you go through to grant that user admin access to the space?
Was the user already a licensed and active user of your Jira instance, prior to you granting them admin access to the space?
Being granted admin access to a space does not automatically mean a use will receive notifications of new items created in that space. Notifications are based on Notification settings for the space, so it depends on what notifications have been set up for the Item Created event.

I added her under 'People and access' > 'Add people'
I do not see a place to add her email under notifications, but it sounds like I'm looking in the wrong place. If I want to ensure she receives emails when tickets are created how can I do that?

What type of Space does this concern? Find that information by clicking on the ... next to the Space name in the panel on the left. At the bottom of the resulting pop-up you'll see text like "Software space Company-managed". What text do you see there?

Service Space Team-managed

The user's email address may not show in that listing. If their Profile is set to not display the email address, then you would not see it in the listing.
If you go to Teams and look that user up, do you see their email address?
To look at the Notifications configuration for internal users for a Service space Team-managed space go to Space Settings > Notifications > Internal Notifications. There you will see a list of events that can generate notifications, and a partial list of who is notified for each one. You can click the ... Actions button to the right of an event and edit it to see the full details of who is notified and change who is notified.
You will probably need to select Space role and then select the role to which you added the user. Note that everybody in that role will start to get the notifications.
There is not an option to add a single specific other user for notifications.
