can I assign administrator rights for XRAY to an employee without that person automatically receiving administrator rights for Jira as well? That would be really handy for our test managers.

@Martin Schydlo No, Xray doesn't have its own "Xray Administrator" role that sits outside Jira's permissions, in Cloud or Data Center. The instance-wide Xray configuration screen (Global Settings in Cloud, the equivalent Administration area in Data Center) lives inside Jira's own Apps administration section, and reaching it still requires the Jira Administrator global permission. Xray Support has previously confirmed this gap and pointed to an open improvement request for it, XRAY-157, worth asking their team whether it has shipped since.
What you can delegate without making someone a full Jira admin is project-level Xray configuration, issue type scheme, Test Coverage mapping, Defect mapping, and most of what a test manager touches day to day. That only needs project-level Administer Projects permission (Administer Spaces in the newer Cloud UI) granted through an ordinary permission scheme on their specific project, nothing global.
One trap to avoid: the App admin role in Atlassian Administration looks like it would scope someone to just Xray, it doesn't. Jira's marketplace apps share Jira's single admin console, so granting App admin for Jira Administration hands over the whole Jira admin console, not just Xray.
