Are you talking about Jira Product Administrators or Site Administrators? Which administrative rights do you want to grant?
Do you have the Original User Management content or the new Centralized User Management content, as per this article?
Site Admins. I want the user to have all typical admin rights aside from elevating other users.
I believe I'm on Centralized. I looked again, and I think our site is on original.

Based on the article, with Centralized User Management you won't have a Site Administrators. Instead it appears that you would have a User Access Admin role for each product.
I have not worked in an environment that has Centralized User Management, so I can't really speak to how that works.
If you have the Original User Management it is not possible to granularly assign administrator privileges within either the Product Administrator or Site Administrator options. Once granted that level of access the user will have all the privileges allocated to that role.
