Admin access but unable to configure fields

I am an administrator for a project but am unable to modify project settings.

To completely understand your situation, you would need to provide more detailed information about what it is that you can and cant do. 

In general, a project administrator does not always have the permission to change some settings of the project. Most of the times permission to change is restricted if multiple projects use the same schemes to prevent projects from unknowingly sabotaging each other. E.g there may be 3 projects using the same workflow scheme, if a project administrator would be able to edit the workflow then changes might be made to the other projects aswell. 

Could this be what you are experiencing?

Overall, my suggestion would be to contact a Jira Administrator to get clarification on why you can or can not administrate certain things.
