Adding Top Level Hierarchy, Not Visible in Project

I added a new work type to my issue type hierarchy called Theme with a level=2.  I want Themes to be the top level work type and Epics to come below Themes.  Although I made this change globally, the Theme work type is not available in my Project.  How do I make this available in my Project?

You would need to add the Theme work type to the project’s Work type Scheme. Below are step-by-step instructions for the two common project types in Jira (company-managed/classic and team-managed/next-gen).


If your project is Company-managed (classic)

  1. Open the project that is missing Theme → open Project settings.

  2. In the project settings page expand Work items and click on Types from left navigation menu.

  3. If you see the scheme name, click ActionsEdit work types.

  4. In the editor you will see Available work types and Issue types for current scheme.

    • Find Theme in the Available issue types column and add it to the Issue types for current scheme (either use the Add button or drag it across).

  5. Save your changes (or click Update).

  6. Go back to the project and confirm Theme is now listed when creating an issue or in the project Issue types list.


If your project is Team-managed

Team-managed projects do not use global Issue Type Schemes; issue types live per project. If your project is team-managed you must create the work type inside that project:

  1. Open the team-managed project → Project settingsWork types.

  2. Click Add issue type (or +).

  3. Create a new issue type called Theme (choose the icon and type “Theme”).

  4. Save — Theme will now be available in that project only.

Note: a team-managed project cannot “inherit” a globally created issue type.

Adding to @Akash Singh 's answer:

In Team Managed projects while it is possible to add issue types you can add them only to the level where they would be children of Epics. It isn't possible to add an issue level above Epics within a TM project.

If you need a level above Epics for a Team Managed projects you actually have to create those issues in a Company Managed project, and make your TM Epics children of the Theme issue in the Company Managed project.
