I have added a "dummy" user that has an email for a distribution group in Jira. I want to clarify if whether adding the "dummy" user as a participant will allow the members of the distribution group, who receive the email notification they have been added as a participant, to view a the ticket the "dummy."

This will depend on what on what permissions you set. The users will have to log in to view that ticket most likely so unless they all know the log on info they wont be able to view it.
We need to be very clear about this:
Their membership of the distribution list gives your people no access to Jira.
They get access to the issues only because they have Agent access.
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
Jira has no way to know that the group members are users.
If your group members have Jira accounts, then they might be able to see the issue, if they have the right permissions. If they don't have accounts, then no, not unless the issue is publically available to people who have not logged in.
