Add user Kambam free plan

We're using Jira Software.

We recently tried to give two existing users (already added to our organization with Jira product access) permission to be assigned to issues on this board. When checking the project's Permission Scheme ("Public Project Permission Scheme"), I found that the "Assignable User" permission is granted only to specific project roles (Administrator, Manager, User, atlassian-addons-project-access) — not to "Any logged-in user".

The two new users can already browse the project and open the board, but they don't appear as assignable on issues because they aren't members of any of those project roles.

When I try to add them to a role (or edit any user's role) on the Project Settings → People page, the UI shows: "To customize user roles, upgrade your plan," and the permission scheme page itself states: "If you downgraded to a Free plan, permissions are locked and not editable." It seems this project was previously on a paid plan and the permission scheme got locked after downgrading to Free.

We do not want to purchase a paid plan — we only have a small team (around 10 users total) and expect to stay within the Free plan's limits.

Could you please help us unlock role/permission editing for this project on the Free plan, or advise another supported way to add these two users to a role that grants "Assignable User" permission, without requiring a plan upgrade?

Those using free Jira sites can’t:

You can start a trial for a paid Jira plan, modify the permissions, and then before the end of the trial period downgrade back to Free.
