I am unable to invite additional users to the account. I have clicked on the small cog in the top right hand side but can not see the Users link. I am logged in as the Administration User so I should have permissions.

Hey Tim,

 

Are there other JIRA administrators on your instance? If so, could you please ask them to verify if you belong to 'site-admins' group? Please note that only administrators that are also member of this group can acess User Management session.

 

In case you're not able to verify that, please raise a ticket at support.atlassian.com so our support team can further investigate it.
