Add Custom field

One of my clients has a problem.
A user without the role of jira administrator or project administrator can create custom fields.
Can you help me understand why?

Hi Consultant_Sapiens,

Could you please verify to wich group are the Jira Administrator and Jira System Administrator global permission granted? Please share with us the group membership of the affected user as well.

Note that users with any of this two global permission granted can create customfields.

 hello I confirm that this user does not have the role Jira administrator or Jira system administrator hence my problem
