Add Custom Fields in Location other than defualt 'Details' - without an APP

Need to add new fields, but dont want them to show up in Details.  Is it possible to either add another Section (needs to be at the bottom or side of the Issue) or locate new fields without having to subscribe to an app?

Unfortunately you can't, the way the field are displayed can't be changed. For example the date are always on the right side like the people(assignee reporter, watcher..).

Maybe an app can do it but it's beyond my knowledge.
