Hello!

We'd like to configure synchronization between Jira cloud and Active Directory.

What does that require ?

According documentation, to configure user provisioning for Active Directory or LDAP with your Atlassian organization, you’ll connect your on-premises Active Directory to a supported identity provider. This connection will sync your user’s account details between your identity provider and Atlassian products.

Do I understand correctly that in order to connect Active Directory with Jira Cloud, we need to connect the service provider? For example Azure?

No, you need to connect your Active Directory/LDAP/IDP/etc.  If that happens to be on Azure, then you'll be connecting Azure to it, yes.

This will all be done through Atlassian Access.
