When it comes to Jira, specifically this part:
If all the Jira Cloud apps on your site are on a Free plan, your Jira Cloud apps will be deactivated after a period of inactivity. If you’re a site admin, we’ll send you emails to let you know if your site has been inactive and is at risk of being deactivated. If any Jira Cloud app on your site is on a paid plan, this doesn’t apply to that site.
Activity is simply defined as logging in and viewing any page within a Jira appon your site. For example, logging in and viewing a dashboard, report, Jira admin screen, or issue will count as activity. To keep your site active, log in and view something, which should ensure your site remains active.

Meaning, if the site has been inactive for a while, and per Atlassian's official data retention policy for both free and paid apps and subscriptions, it might be the case that the site you're referring to was deleted together with all of its data.
What you could do is to check admin.atlassian.com > Billing (or Apps > Atlassian apps) and see what's listed there.
Again, if the site has been inactive for some time, email notifications about deletion/inactivation should have been sent by the system:
If you’re a site admin, we’ll send you emails to let you know if your site has been inactive and is at risk of being deactivated.
I will reach out to the Forum support team to make an additional check in the background and in their audit logs to see what happened (and what's the status) with the site you're referring to.
