An account has been created using the email address of a colleague who no longer works for us. How can we access this account without having the login details?

We would like to cancel the current membership, which can only be done via the admin account. That is why we need the login details.

In most cases, you cannot simply access that Atlassian account without the login details just because it was created with a former colleague’s email address.
The main question is whether this is a managed account in your Atlassian organization. If your company has verified and claimed the email domain, then an organization admin may have control over that account and may be able to use options such as Log in as user or other managed-account actions from Atlassian Administration, depending on the situation.
If the account is not managed by your organization, then there is generally no supported way to take it over. In that case, the better route is usually not to recover the former employee’s access, but to give the correct current user the required Jira access instead.
So I would start by checking in admin.atlassian.com whether the user is listed as a managed account. If yes, involve your org admin. If not, I would avoid trying to reuse that identity and instead move access/ownership to a current account.
