I delete a resource and I need to give him access again but the tool doesn´t allow me, it says that the user account already exists but I can´t see the email anymore

This depends on what you are using for user provisioning in your Cloud system - Atlassian Accounts (like the one you used to write your question here), Google Accounts, or Atlassian Access (probably hooked up to an active directory or Okta or some other external directory)
If it's Atlassian or Google, then yes, you will not be able to find them by email. You removed them from your Cloud system, but the accounts still exist outside Jira.
Check what the email address is on their Atlassian/Google account, then try to re-invite them to the system. If you cannot do that, you will need to talk to your Site/Org admins.
