Access a parents attachements

i have a spreadsheet attached to a parent and want to refer to it in several  children, and one peer story.  How can o do that?

Not through delivered functionality.  If I go to the attachment link and right click to find the url, I can copy it and use it as a weblink on the other page. This allows you to link to an attachment on another page but not gracefully and can break if the attachment is deleted.  I know that there are some attachment plugins that might provide this functionality.
