About "Code Committed Condition"

Hi,

I added a condition to the transition(between from "In Development" to "Review" status) in the workflow in the attached video file.Video 
If there is no "commit" while in "In Development" status, I want the "Start Review" button not to be active. This condition(Code Committed Condition) works in some cases, but not in some situations. Although we see that there is a commit in Issue, the "Start Review" button is not active. What are the reasons for this?
