Users with Admin rights can create projects. To limit project visibility to others admins, i can use the Permission Scheme. With Permission Scheme, i can restrict access to other admins so that they do not see the project, but any administrator can change the Permission Scheme and add himself to the project permissions.

There are 2 departments A and B. Heads of departments should be able to create projects. The head of department A should have the opportunity to create a project that the head of department B can not see or change.
No, your administrators need admin rights to be able to do their job.
There is a limited "users can create projects" permission on the way though, which may solve your problem. I'm not sure of the timescale, but it should be soon.
