How can I see thecount of user logins for the month of December? The security log was accidentally deleted.

unfortunately, at DB level, just the only login performed by each user is stored so the information you need is not available.

Access logs, on the JIRA-INST/logs directory, contain those info.

Also bear in mind that the database only holds log in information for initial log in, via the UI and only when you're using a non-SSO solution.
