APP licensed for new user

I have a question about app pricing, we have 40 Jira software cloud users, if I have purchased an app in 40-users pricing, then I need to add new users into the product and app, the app will be licensed atomatically for the new user or not ? should I pay for the new users app license？

On Cloud, yes, your subscription costs will be adjusted for all apps.
