How can i use API for single sign on with my web application (AtomBI) to use on Jira Service Desk and how can i translate Jira Service Desk to Portuguese?

I'm not quite sure what your question on SSO is about here. If you mean you want to log into JIRA and then not have to log into AtomBI separately (or vice versa), then you need to make each application share the user directory and login system somehow.  What login system are you currently using on the applications?  Local to the apps?  LDAP?  Crowd?  Something else?

For the question about translations, I think there's a Portuguese translation available (although I think it's Portuguese, not Brazilian Portuguese, and I don't know how complete the Service Desk part of it is).  Have a look at https://confluence.atlassian.com/display/TRANS/Atlassian+Translations
