A comment in full view

I am open an issue and I want to add a comment. 

Can I open the comment in full view. i.e. let the comment fill my screen so that I can see only it. (Like a full view in one note)

Sadly, no, that icon in Jira is for expanding your board. For comments, this feature is not in there. You can place a feature request, but I can tell you that it will remain in the backlog.
