11 users plan configuration

I have 10 users in my Jira and I want to add 1 more to it.

Can I do it without changing  my 10 user plan by creating a separate account for new  user  & upcoming users or is there any provision in the same account to create a separate team/group without changing the billing plan?

You will need to increase your current plan, there is no "separate account" (unless you mean a completely separate Jira with different data and just that one new user)
