When I add a person in charge to a job, it does not appear in the person's job list. Only the jobs assigned to him/her appear in the person's job list. How can I make the jobs he is in charge of appear?

You cannot assign 1 issue to multiple persons. But if you have added an additional field of Incharge then you can use filters to view all such tasks under Issues.

Only the tasks assigned to the person will show up in their to do list, unless you change the the query to check otherwise.
This is by design, as more than one people working on a task.. then there is no accountability.
If you want to break the task down, assign the main task to the lead.. and create subtask for individual team members.

I assign the main task to a leader and add someone else as the assignee, but it does not appear in the job list of the person I added as the assignee. If I add it as a subtask, will it be able to see it in the job list?

At one point in time, only one person can be the assignee..
to reiterate, keep the main task assigned to leader (they will see it in their list)
and assign the sub-task to person who is supposed to do the work.

When I add main and subordinate people to a job on Trello, that assigned job can be viewed separately in both people's job lists. But as far as I understand, I can't do this in Jira.
I'm doing as you suggested, assigning the main job to a leader. When I assign the subtask to the person who needs to do the work, it doesn't see it in their work list
