When I go to change the assignee, it only shows myself and unassigned. I search known users and only the invite link pops up. The permissions are correct, with any logged in user can edit the assignee and can have a ticket assigned to them. I had to use automation to change the assignee to the creator, which happen to work in this case.

Turns out there is currently an active incident with Atlassian. You can track it on Atlassian's status page and subscribe to updates there.

Hi Cassandra, I've just had the same issue reported to me. Looks like it might be a temporary issue with Jira Software.
I've logged a ticket with support to raise the issue, I'd recommend you do that same: https://support.atlassian.com/
