Jira has stopped allowing my coworker to access tasks. He's tried to go to Jira that says" check your inbox to finish sign up"" we sent a sign up email to you at...". However, nothing is emailed to him and he has previously signed up/had previously logged into Jira.
Has anyone else experienced this issue or can assist with resolving the problem?

Could you give us more info? For example:
1) Are you a site admin?
2) The user has only one atlassian account?
3) This happend with only one user?

1) Yes I am
2) Yes, he has multiple accounts under various email addresses
3) Yep, just one who is also an admin

The trouble is login in this page https://admin.atlassian.com/ ?
Or is when trying to see Issues, Project for what you would need is the Product access?
