Issue is happening during importing the  custom Plugin in Intellj IDE

This Issue is happening during importing the  custom Plugin in Intellj IDE on client  system.
These plugin is developed in my   local systemon Intellj.
Version:
Atlassian SDK  : 8.0.16v
intellj  IDE          :2022.3 v
What could be the possible cause. Why it failling import . Is it related to Java certificate or security between jira plugin/ intellj with JDK .
Any help would be appreciable
1. Exception : Could not transfer artifact com.atlassian.jira:jira-api:pom:7.13.0 from/to atlassian-public (https://maven.atlassian.com/repository/public): sun.security.validator.ValidatorException: PKIX path building failed: sun.security.provider.certpath.SunCertPathBuilderException: unable to find valid certification path to requested target
