It is created in JIRA software.
total 4 users are there in the project and this was under the free source subscription

It sounds like you had a Free instance of Jira, but it has been deactivated, is that correct?
Free instance's deactivate after an inactive period of 120 days.
You can try to get it reactivated via Atlassian Support - https://support.atlassian.com/
However, there's also a point at which the Free site is also deleted, which would make the data unrecoverable.
